Victoria University (VU) has officially announced the launch of its first-ever India campus in Gurugram, bringing its globally acclaimed Block Model learning system to the country for the very first time. The foundation-laying ceremony took place on December 4, 2025, marking another milestone in the entry of international universities under India’s National Education Policy (NEP).

The new campus is expected to become operational by mid-2026, making VU one of the latest foreign universities — after Liverpool and Southampton — to expand into India with full academic operations.
A First for India: The VU Block Model
Victoria University’s Gurugram campus will be the first institution in India to adopt the VU Block Model, a modern academic framework where students study only one subject at a time in four-week blocks rather than juggling multiple subjects simultaneously.
Key features of the Block Model:
Students take one subject per four-week block
Small, workshop-style classrooms instead of large lectures
Close interaction between teachers and learners
Designed to reduce academic pressure and improve focus
The model, widely implemented in Australia, has delivered impressive results:
94% pass rate across undergraduate and postgraduate levels
Better outcomes for first-generation learners and students from challenging backgrounds
Adoption across institutions in Malaysia and Sri Lanka
Gurugram Campus to Offer Global Degrees Without Leaving India
Under NEP’s guidelines, VU is among the first Australian universities to receive a licence to operate in India. The campus aims to provide world-class higher education at Indian fee levels, reducing the need for costly overseas travel.
The initial academic offerings will include:
Undergraduate and postgraduate programmes
Business and Management
Information Technology
Research-based academic pathways
The campus architecture draws inspiration from VU’s City Tower Campus in Melbourne, which is purpose-built for block-based teaching and industry-linked learning.
Foundation Ceremony Attended by Australian & Indian Dignitaries
The ceremony featured lamp lighting and mango tree planting, symbolising growth, collaboration and long-term commitment to India’s education sector.
Prominent attendees included:
Julian Hill, Federal Assistant Minister for Citizenship, Customs and Multicultural Affairs (Australia)
Steve Bracks, Chancellor of Victoria University
Professor Adam Shoemaker, Vice-Chancellor of Victoria University
Speaking at the event, Julian Hill said:
“Victoria University is a leader in teaching and learning, and its unique Block Model will now connect Indian students with these innovations through its new Gurugram campus.”
Chancellor Steve Bracks highlighted the accessibility benefits:
“Many Indian students cannot pursue degrees abroad due to the high financial burden despite strong academic talent. Bringing the VU Block Model to India provides a proven pathway to success — inclusive, globally recognised and industry-relevant.”
A New Era for Foreign Educational Institutions in India
The establishment of the Gurugram campus signals a major moment for international higher education in India, as global universities increasingly look to expand under NEP reforms that enable foreign institutions to set up independent campuses.
Once operational, the new Victoria University campus is expected to:
Provide access to world-class curriculum and faculty
Strengthen India’s industry-academia collaboration
Reduce financial barriers for global-standard education
Attract students from across India and neighbouring countries
With construction underway and academic planning in motion, VU’s arrival marks a transformative step for Indian higher education, offering students a global academic experience — right at home.
