NCERT Introduces Emergency Chapter in Class 9 Textbook for the First Time

The National Council of Educational Research and Training (NCERT) has introduced a dedicated section on the Emergency (1975–77) in a Class 9 Social Science textbook for the first time, marking a significant addition to the school curriculum nearly five decades after one of the most debated periods in India's democratic history.

The topic appears in Understanding Society: India and Beyond, a newly developed Social Science textbook that explores the strengths, institutions, and challenges of Indian democracy.

Emergency Presented as a Major Democratic Challenge

The new chapter describes the Emergency as one of the major challenges faced by Indian democracy. According to the textbook, growing public dissatisfaction during the early 1970s, driven by unemployment, inflation, and governance-related concerns, led to widespread protests across the country.

The textbook notes that a National Emergency was declared in June 1975 on the grounds of internal disturbance. During the period, several Fundamental Rights were suspended, press censorship was imposed, and numerous political leaders and activists were detained.

NCERT states that democratic institutions came under significant pressure during the Emergency and that restrictions were placed on various civil liberties.

Jayaprakash Narayan's Movement Featured in the Curriculum

The revised textbook also highlights the role of Jayaprakash Narayan, popularly known as Lok Nayak, in mobilising public opposition during the period.

According to the chapter, mass movements led by Jayaprakash Narayan brought together students and citizens, particularly in Bihar and Gujarat. The textbook explains that after the Emergency was lifted in 1977, general elections were held, allowing voters to express their democratic choice through the ballot box.

The chapter describes the subsequent election outcome as an example of the resilience and strength of democratic institutions in India.

Part of a Wider Discussion on Democratic Challenges

The Emergency section has been included within a broader chapter examining challenges faced by democratic societies.

The textbook discusses several contemporary issues that can affect democratic functioning, including:

·         Fake news and misinformation

·         Social discrimination

·         Gender inequality

·         Poverty

·         Regionalism

·         Violation of public rules

·         Damage to public property

NCERT presents these topics as examples of challenges that require active civic participation and institutional responses in a democracy.

New 'Democracy and You' Section Added

A new section titled Democracy and You has also been introduced in the revised curriculum.

According to NCERT, the section aims to help students understand their role as active citizens and connect classroom learning with democratic participation in everyday life.

The addition is intended to encourage greater civic awareness and engagement among students.

Focus on India's Democratic Traditions and Institutions

Beyond the discussion on the Emergency, the textbook places considerable emphasis on India's democratic heritage and constitutional framework.

The chapter traces democratic practices to historical periods and examines how these traditions continue to influence governance and public participation in modern India.

NCERT also includes discussions on democratic institutions, constitutional values, and citizen participation as part of the broader curriculum.

Media's Role in Democracy Highlighted

The revised textbook contains a dedicated section on the role of media in democratic societies.

Describing the media as the "fourth pillar of democracy," the chapter explains how journalism and public communication can help raise public concerns, strengthen accountability, and support democratic values.

The section also discusses the importance of informed citizenship in a rapidly evolving information environment.

Textbook Uses Real-World Examples of Democratic Participation

To illustrate the scale and functioning of democracy in India, the textbook includes data on voter participation, polling infrastructure, and political representation.

It notes that India had more than 96.8 crore registered voters in 2024 and highlights the extensive election infrastructure that supports democratic participation across the country.

The chapter also features case studies from local governance, including examples of a panchayat in Gujarat and a women-friendly panchayat in Tripura, showcasing grassroots democracy and citizen involvement in decision-making.

In addition, separate sections focus on women's voting rights and reservations for women in local self-government institutions.

Curriculum Update Comes During 50th Year of Emergency Observance

The inclusion of the Emergency chapter comes as India recently marked 50 years since the declaration of the Emergency in 1975.

Education experts view the addition as part of NCERT's broader effort to provide students with a deeper understanding of democratic institutions, constitutional values, historical developments, and the responsibilities of citizenship in contemporary India.
